Institutional Failure in Europe

Walter Russell Mead has has an opinion piece in today's Wall Street Journal (subscription only) on Europe's less than effective response to the continents financial crises.  Writes Mead,

"[W]e have reached the end of the age in which serious people could believe international political institutions would replace sovereign governments as the chief actors in international political life."
