"The Luxury City" vs. Middle-Class Mobility

Also on New Geography, Joel Kotkin discusses the trend towards creating the "Luxury City" versus creating an incubator for upward mobility.  Joel told me last year that whatever candidate captures the message of how to bring opportunity for upward mobility to the middle and working classes will win the next Presidential election.  I'm still waiting.
